This week’s Construction, Infrastructure and Rail news from the Bid Solutions team:

A £26m contract with the Crossrail project team for a maintenance facility at Plumstead has been awarded to the joint venture between Alstom Transport, TSO and Costain. The proposed maintenance facility will have three railway sidings and have the capacity to stable eight passenger trains on the site.

Vinci Construction UK has won the £35m contract to build and design Cardiff’s student accommodation. The plan is for a 686 bedroom complex at the former Cardiff Metropolitan University Howard Gardens site in the city. Work is due to be completed in 2017 for the new academic year.

The University of Leeds has released a tender for their North East Quarter project. The new £87m development will be constructed to create an international centre for Engineering and Physical Sciences and build on a shared interaction between these disciplines. Work is expected to start spring 2017 with a view to being completed in autumn 2019.

Also this week Aberystwyth University has started looking for a contractor to build a £30m Innovation and Enterprise Campus. The centre will allow research into food, nutrition and energy security, renewable energies and biotechnologies. The client is hoping to award and name the preferred bidder before the end of the year, with the project expected to be completed by May 2019.

Transport for Greater Manchester (TfGM) have opened up prequalification to find a contractor to build a new bus station in Wigan. The £15.7m project is expected to take around 18 months with work starting in June 2017. The project is supported by central government through the Greater Manchester Local Growth Deal Programme and aims to improve facilities for local residents and visitors.

 

Southern Housing Group (SHG) are investing £631m in the next 4 years to build 3,500 new flats. They are putting together a framework of approved contractors to deliver the various projects and have published a prior information notice (PIN) in the OJEU. SHG are exploring options for best delivering the contractor framework and the survey can be found here.

 

Abellio East Anglia have been awarded a new 9 year contract to continue running train services between London Liverpool Street and Cambridge, Peterborough and Norwich and includes services to Stansted Airport. The contract runs from October until 2025 and has promised a 10% reduction in average journey times as well as approximately £1.4bn investment in the franchise. Bombardier in Derby will be supplying over 1,000 new carriages to Abellio over the course of the contract.

 

Perfect Circle have been selected by Scape Group to deliver Professional Services to a variety of public clients. Comprising of Pick Everard, Gleeds and AECOM, Perfect Circle are the first joint venture Scape Group have appointed and are set to deliver £350m worth of services over a 4 year period.

Mayor of London, Sadiq Khan has signed off on plans for a £175m major housing development in Old Oak, West London. Of the 605 new homes set to be built, 242 will be affordable homes with half being for shared ownership and the other half being split between social and affordable rent. It is expected to take 3 years to complete and work demolishing the existing site will start later this year.

 

Lakehouse have won a £37m contract with Scottish Power for the installation of domestic smart meters. The 5 year contract will see Lakehouse install more than 450k meters in Northwest England, Wales and Northern Scotland. Lakehouse plan to mobilise and train more than 100 dual fuel engineers this year which will cost around £1.5m.

 

Suffolk County Council have launched a design competition for 2 new bridges over the river Orwell in Ipswich. The £77m project aims to improve the connection between the waterfront and town centre and ease congestion. The winners will be joining an existing project team led by WSP Parsons Brinckerhoff, who are responsible for providing structural and civil engineering input. The deadline for submission of completed PQQ returns is 1st September 2016 and work is due to start by 2020.

 

Graham Construction have started work on a new £11m station in Kenilworth, Warwickshire. Design elements from the original station will be incorporated along with more modern facilities for public access Wi-Fi, external ticket machines and cycle facilities. The original station has been closed since 1965 but the new station is part of a wider £88.6m growth project in Coventry and Warwickshire.

Bombardier have revealed the trains that will be servicing the new Elizabeth Line in London. They are set to carry an estimated 1,500 people at the peak of the commuter rush, with 450 of those passengers being seated. The trains are air conditioned and said to be 30% more efficient due to being lighter. The initial stock of trains will have 7 cars before extension works are completed to allow for 9 cars.

 

Family Mosaic have awarded Keepmoat a £15m contract to deliver 79 new homes in Leytonstone. The new development is scheduled to be completed by summer 2018. Family Mosaic acquired the site from the NHS in 2014 and have committed 30% of the 79 homes to the affordable housing scheme.

 

Network Rail have awarded Jacobs Engineering Group a contract to continue supporting improvements from Great Western main line to Heathrow Airport. Over the next 27 months Jacobs Engineering Group will be providing design and consultancy services. Proposed plans would see passengers able to travel directly to Heathrow Airport from Reading and Slough rather than having to travel into London Paddington to change.

 

Wates have won a £33m contract for Construction of a new campus and sports facilities in Whitehaven Cumbria. Planning permission is scheduled to be submitted later this year with a view to starting work in 2017.

 

Mace cost consultancy have revised earlier forecasts and are now expecting tender prices to fall next year. In April they predicted a 3.5% growth in 2017 however they have now estimated that tender prices will fall 1% next year due to the demand slowing for construction in the wake of referendum result.

It was reported this week that Crossrail has nearly reached its 75% completion milestone of the new Elizabeth line station at Liverpool Street. The next focus for the project is fitting out the stations and tunnels to operate the railway.

Willmott Dixon has won the £34m Plymouth City Council contract to build the new History Centre, which will include the City Museum, Art Gallery, Central Library and to transform St Luke’s Church buildings into a brand new cultural and heritage attraction. This History Centre is due to open in 2020.

Morrison Utility Services has won the £250m Yorkshire Water three-year contract extension to its water services agreement.

Also this week the New Transport Secretary Chris Grayling confirmed he will back the HS2 high-speed rail contract to link London to Birmingham by 2026 following fears he would scrap the project following Brexit.

Rail for London started preparing a shortlist of firms to bid for the £150m contract to construct an elevated extension from an existing railway line and a new station at Barking Riverside. The project is expected to start early 2018 with a completion date of summer 2020. The approved design for this project will be provided by Rail for London to firms invited to tender.

The Glasgow City Centre Development has named Gleeds as the Project Manager and Cost Manager for the £75m project. The project has planned a 12-storey new build element, incorporating 130,000 sq. ft. of office space, remodeling and refurbishment of a second building, formerly home to the retailer BHS. Subject to approvals the work is expected to begin in 2017.

The £4.2bn Thames Tideway Tunnel (Super-Sewer) project to clean up London’s river has selected Arcadis, Turner & Townsend and Gardiner & Theobold (G&T) to provide a variety of consultancy services on the project over the next four years. Construction of the 25km sewer tunnel under London is set to start this year and be completed in 2023.

UK parliament are inviting contractors’ views on a programme of refurbishment works to the UK parliamentary estate. Restoration of the listed buildings and renewed electrical services is expected to take 3 – 4 years to complete and cost somewhere between £150m to £650m. Parliament’s Strategic Estates department is looking for advice on procurement strategy and risks via a questionnaire to be returned by 3rd August.

 

The University of East London are looking for a developer to replace a temporary building with new facilities of at least 4,500 m2. The estimated contract value is between £25m – £35m. As part of the contract the University is looking for a land swap deal with a developer that can deliver the building at minimal cost in exchange for commercial use of release land.

 

HS2 Ltd has proposed a revised route of HS2 in a report released this week. The revision would see the route travel through Sheffield City Centre rather than Meadowhall station. It will run east towards the M18 before rejoining the original route south of the M62. HS2 Ltd has said the new plans would save them £1bn. However, a newly built housing estate in Mexborough will now have to be demolished to enable the new line to be built.

 

The Bam Nuttall and Mott Macdonald (BMM) joint venture will be starting work on the 2nd phase of the Exeter flood defence scheme next week. The scheme will reduce flood risk to 3,200 homes and businesses and work will continue over the next two years.

Herefordshire county council are looking for a development partner for their major housing development plans. They are planning to form a joint venture company that could deliver anywhere between £10m – £1bn worth of construction work over the next 20 years. The contract notice has been published in the OJEU and the winning bidder is set to be announced in April 2017.

 

Highways England have revealed plans of a joint venture project with Sisk Lagan to build a triple-decker roundabout. The structure forms part of the A19 / A1058 Coast Road junction improvement works in North Tyneside. The project will involve lowering the A19 beneath the existing A1058 Coast Road and roundabout to reduce congestion. Work is due to start in August.

 

Morgan Sindall has been awarded a £39.5m contract to design and build a new Faculty of Health & Social Sciences building for Bournemouth University. It will be built on the Lansdowne campus and used by more than 4,000 students.

 

Interserve has won a £60m facilities management contract with JLL to provide cleaning, pest control, and security services at 18 UK shopping centres. This also includes the provision of standalone cleaning services for JLL office across Central London worth £9.5m per year.

 

The future South Western train operator must be able to significantly reduce journey times according to details of the ITT that have been published. In the document the DfT state that the successful franchisee should reduce journey times “above and beyond” the train service specification. It also states that the new franchisee is required to adopt the new Rail Industry Sustainable Development principles and should work with stakeholders to ensure disruption is kept to a minimum.

This week’s Construction, Infrastructure, and Rail news:

Highways England is seeking contractors to help look after their northernmost motorways and trunk roads (Areas 13 and 14). Area 13 is in Cumbria and Lancashire and Area 14 is in Northumberland, Tyne & Wear, Durham and North Yorkshire. The construction works framework has been divided into 11 lots by specialism all totalling a different contract value. The estimated maximum value of the project is £434m over a 4 year term. Contractors have until 15th August 2016 to register their interest.

 

Burmeister & Wain Scandinavian Contractor (BWSC) have started construction on a new renewable biomass energy plant in Kent. The plant is being built in Discovery Park in Sandwich and will eventually produce all power and heat requirements for the park. The £140m plant will create an estimated 300 jobs during its 2 year construction phase.

 

Secretary of State for Transport, Patrick McLoughlin has granted plans to extend the Midland Metro light rail line in Wolverhampton. The £18m project will see the route extended along Pipers Row with stops at the bus and railway stations. The project is scheduled to open in 2019.

 

Groupe Eurotunnel have said the decision taken by the UK to leave the European Union ‘will not affect the activity of the Channel Tunnel concession’. The Channel Tunnel operates under the terms of the 1986 Treaty of Canterbury between the British and French governments. Groupe Eurotunnel Chairman & CEO Jacques Gounon said ‘Our Anglo-French vocation is to offer our customers a constantly improving and more competitive transport service. I am confident that we will achieve our goals.’.
